
The Oklahoma City Thunder have yet to resign Dion Waters, and no other team has either. Waiters was a restricted free agent, but according to Adrian Wojnarowski, they have rescinded their qualifying offer on Waiters:

OKC still holds Bird Rights and could re-sign Waiters, but needed to protect cap space, including for a possible Westbrook renegotiation.

As an unrestricted free agent, Waiters becomes a much more intriguing target to teams — especially Brooklyn and Philadelphia.

It is clear that the Thunder were not going to resign Waiters, and now they will have more cap space to try to convince Russell Westbrook to comeback, even though he said he will not resign next after next season. Waiters will likely sign with a young rebuilding team. As a young guard, he can help a team rebuild. He adds a shooting ability, and he can grow with a young core.
