Per Jordan Schultz of the Huffington Post, the Phoenix Suns are willing to trade the fourth overall pick to the Sacramento Kings in exchange for picks 5 and 10:
Sources: #Suns want #Kings' picks 5 and 10 and would likely give up a 2nd rounder in addition to the 4th pick. Bottom line: Kings LOVE Fox

It’s not really surprising that the Suns are willing to do this; trading down one spot in exchange for an extra top-10 pick would be a no-brainer for most teams. The question is whether or not the Kings would make this deal. That’s a lot to give up just to move up one spot.
The only real reason for Sacramento to consider this would be if the Suns are telling them: “We’re going to take De’Aaron Fox if we keep this pick,” which may be the case, even if Phoenix is just doing so to gain leverage.
If the Kings are even beginning to consider this deal, that shows that they’re truly enamored with Fox. The more prudent move may be to let Phoenix take Fox at 4 (if they actually want him badly enough to take him there), and take Josh Jackson or Jayson Tatum at 5. Then they’ll have the tenth pick to take another player. They may even be able to land a point guard at 10 (Frank Ntilikina or Dennis Smith Jr.?). If they do make this deal with Phoenix, it’ll be a bad move unless Fox ends up being a superstar.
