The Portland Trail Blazers seemed ready to make a move on Rasual Butler, but decided against doing so in order to focus on youth they could develop or contracts that were more favorable. After losing out in the LaMarcus Aldridge sweepstakes, Portland is entering a bit of a rebuilding phase even with star point guard Damian Lillard still on the team.
Source inside Blazers says no Rasual Butler. Blazers will build on model of young players, or favorable contracts, with upside as players

Butler could have been a great fit for the Trail Blazers, but they do have a lot of good reasons for not signing the guard. There is a lot of uncertainty to how they are going to perform next season, and it would not make sense to put attention on an older player instead of focusing on a younger player with potential.
Whoever ends up signing the former Wizard is going to have themselves a great player who came come off the bench and provide an immediate scoring boost. Butler will be a nice addition to any team who ends up signing him, but he appears to be in no rush to make a decision on a team for next season.
