Next to the lack of parity, which the NBA may never fix, resting players has become a real point of conversation over the past few years. Popularized by the San Antonio Spurs, many teams are now resting their star players throughout the season in order to reduce fatigue and hopefully the likelihood of injury.
When the owners meet this offseason to go over any possible rule changes, resting is bound to be brought up.
According to Marc Stein of ESPN, Adam Silver is hoping for some changes
Adam Silver tells me the guidelines “will strongly recommend” home-games-only rest AND prevent resting “multiple starters on the same night”

These changes would give fans of opposing teams the chance to see the star players that are not on their own team. Many people save up in order to watch players like LeBron James, sometimes they are burned by the strategy of resting. Other games prove non competitive when multiple star players are yanked from the starting lineup. A willing surrender of that game is not healthy for the league. Competition is the root of professional sports.
Both of these rule changes would affect the need to rest players in a positive way and are good ideas to combat this problem.
